Add to Kythe schema - reference to documentation

Description

The use case is when analyzing a Python core library item.
For example:

import collections
...
C = collections.namedtuple('C', 'x y')

then the two collections tokens would link to https://docs.python.org/2/library/collections.html
and namedtuple would link to https://docs.python.org/2/library/collections.html#collections.namedtuple
(or the equivalent Python3 documentation, if this were Python3 source)

Is there a way of "faking" this within the existing schema?
