Either refrain from emitting or specially mark anchors to implicitly-defined nodes

Thanks to T28 and D220, we now can name (implicit) operator overloads and link to them from class definitions written down in source text. This may not be desirable as it leads to lots of unexpected edges coming from the anchor that users might expect should just define a record.

For consistency, we should also consider what this means for the anchors that appear in the bodies of instantiated templates (that are overlaid onto the primary template or partial specialization).
